Summary: Under direct supervision of the Central Plant Facilities Manager, the Central Plant Operator performs work of average to considerable difficulty in the performance of facilities operations, maintenance, and repair. This position is responsible for the efficient operation, maintenance, and repair of small to large chillers and pumping systems, small hydronic boilers, air handlers, fan coil units, DX units, auxiliary equipment, water treatment and reuse systems, and other associated equipment by performing a variety of skilled and semi-skilled work in the Central Plant and other assigned Ak-Chin Community facilities. Executes direct customer service/interface with other Ak-Chin Community facilities staff. This position may perform other duties as assigned by the Central Plant Facilities Manager or other management personnel. This is treated as a non-exempt position.

Minimum Qualifications: High school diploma or GED and a minimum of three (3) years of plant or field experience related to Central Plant operations and/or chiller systems operation, repair and maintenance. Must be able to travel and attend required trainings and meetings. Must have the ability to work in extreme temperatures, intense noise, confined spaces and with hazardous materials, and be able to lift or carry heavy objects. Must possess or have the ability to obtain EPA Refrigerant Technician Universal Certification within one (1) year from date of hire. Must possess a valid Arizona Driver’s license and be able to meet the Community’s insurance carrier requirements. Must complete and pass a background check.

Duties and Responsibilities:
• Inspects, monitors, and records operation of the central plant through computer, meter, gauge, graphs, equipment sound, visual assessment, control panel readings and test results. Recognizes unusual or out of parameter conditions and makes appropriate adjustments.
• Performs a variety of skilled and semi-skilled activities associated with operation, maintenance, and repair of chillers and pumping systems, small hydronic boilers, air handlers, fan coil units, DX units, auxiliary equipment, water treatment and reuse systems including making repairs in a timely manner with a sense of urgency in order to minimize interruption of service.
• Reports unusual conditions to the Central Plant Facilities Manager or in his/her absence the Environmental Protection Department Director.
• Works with computer Building Automation Systems (BAS) to monitor and adjust operating conditions. Responds to alarms with a sense of urgency.
• Performs regularly scheduled preventive maintenance work per manufacturers recommendations and frequencies. Recommends adjustments to manufacturers recommended maintenance tasks and frequencies based on field observations and experience.
• Coordinates and assists in the facility operations and completion of preventative maintenance tasks and repairs with entry level Technicians and coordinates with other Ak-Chin Community trades and vendors as required.
• Coordinates and assists with equipment maintenance and repair records through completion of hard copy and/or computer-based records including data entry of all maintenance and repair activities.
• Maintains plant facilities and grounds to ensure they are in a proper state of repair, safe, and well kept.
• Collects water samples for testing and field and laboratory analyses; reviews and interprets results; makes modifications to water treatment and other processes to maintain the system and to comply with codes, rules and regulations.
• Assists Central Plant Facilities Manager in development and maintenance of Computerized Maintenance Management System (CMMS).
• Assists Central Plant Facilities Manager in developing and improving the Internal Operating Procedures (IOPs) for all chilled water and pumping systems including auxiliary equipment.
• Assists Central Plant Facilities Manager in developing material for outreach and presentations to the Ak-Chin Community and commercial establishments.
• Assists the Central Plant Facilities Manager in the development and annual update of an Emergency Response Plan.
• Provides input on operational needs and general accomplishments to the Central Plant Facilities Manager for the Monthly Managers Report.
• Ensures that all chilled water plant infrastructure changes are updated on “as-builts” or other drawings.
• Active knowledge and participation with safety programs including maintaining and updating safety equipment, knowledge of and enforcement of safety regulations, familiarity with and maintenance of Safety Data Sheets (SDS) to determine proper handling, personnel protective equipment and spill cleanup procedures for all chemicals used in the facilities operation, maintenance and repair.
• Operates a variety of medium to heavy equipment such as a telehandler, forklift, loader, mechanical scissor lift, hand and power tools, and other ancillary equipment.
• Uses field test kits, instruments, and meters to conduct tests on water quality.
• Maintains professional and courteous relationships with all Ak-Chin Community members, employees and chilled water system customers.
• Performs other work-related duties as assigned.

Other Requirements:
• Knowledge of commercial building trade skills, including but not limited to, plumbing, electrical systems and access control systems.
• Knowledge of boiler and chiller repair and maintenance techniques.
• Knowledge of applicable local/state/federal Environmental Protection Agency regulations to ensure compliance of work performed.
• Knowledge of Occupational Safety and Health Administration (OSHA) guidelines regarding safety practices.
• Knowledge of the safety precautions and occupational hazards of electrical power testing and high voltage equipment.
• Knowledge of the techniques and procedures for water field tests and sample collections and interpretation of results.
• Knowledge of the techniques and procedures for reading water usage and flow meters.
• Knowledge and skill in the use, operation and maintenance of telehandlers, forklifts, mechanical scissor lifts, loaders, power and hand tools other ancillary equipment.
• Knowledge of MS Office for Windows, including spreadsheet software.
• Skilled in methods, principals, materials, practices, uses, capabilities and equipment used in small to large chillers and pumping systems, small hydronic boilers, air handlers, fan coil units, DX units, auxiliary equipment, water treatment and reuse systems, and other associated equipment cleaning, inspection, maintenance and repair activities.
• Skill in understanding and following oral and written instructions.
• Skill in establishing and maintaining effective working relationships with other Community employees and the public.
• Ability to read blueprints and electrical schematics and use of multi-meter for electrical troubleshooting of low voltage control systems.
• Ability to work with hand and power tools.
• Ability to generate and maintain computer based reports, spreadsheets, and databases.
• Ability to assist with troubleshooting equipment and process control problems and to take corrective action quickly, efficiently, and with a sense of urgency.
• Must have the ability to lift up to 75 pounds..
• Must have the ability to work in extreme temperatures, intense noise, confined spaces and with hazardous materials, and be able to lift or carry heavy objects.
• Ability and willingness to be on call after hours, holidays and weekends for work as scheduled or necessary.
