Job Description
The Maryland National Capital Park & Planning Commission is a nationally recognized leader in land use planning, parks, and recreation achieving countless awards for innovation, stewardship and exemplary vision for enhancing the lives of current and future generations. The agency, which is chartered by the State of Maryland, has geographic authority in the Montgomery County and Prince George’s County region, which are the two Maryland counties surrounding Washington, DC.
The Maryland-National Capital Park and Planning Commission’s, Bi-County Corporate Management Operations Division is seeking a Building Management and Maintenance Superintendent for its Executive Office Building (EOB) in Riverdale, MD. The following departments and offices are located at the EOB:
- Department of Human Resources and Management
- Department of Finance
- Legal Department
- Office of the Chief Information Officer
- Office of the Inspector General
- Merit System Board
- Employees’ Retirement System
Examples of Important Duties
Some examples of important duties of the Building Management and Maintenance Superintendent include:
- Applying knowledge of building maintenance and administration; building management systems; Federal, State and local building, fire and safety codes; hazard identification and safety precautions; building construction, inspection, and repair; building trades; blueprints and equipment manuals; test instruments, tools and equipment; methods and practices used in the assembly, adjustment, repair, installation and maintenance of equipment for buildings and structures; and purchasing, contracting and budgeting.
- Managing, implementing, and maintaining building systems such as elevators; heating, ventilation/ air conditioning (HVAC); electrical; security systems; and plumbing.
- Inspecting and assessing the EOB’s security, environmental, electrical, plumbing, structural, and other related systems.
- Researching, recommending, and implementing approved programs and projects for maintaining or upgrading building infrastructural systems.
- Performing and scheduling preventive maintenance and repairs.
- Supervising a facilities maintenance staff member in a variety of duties required to maintain the building and managing the day-to-day work of contractors and vendors.
- Reviewing and updating operating policies and procedures for building and maintenance work program.
- Providing a clean, safe, and efficiently managed facility and grounds for building occupants.
- Ensuring all safety and health regulations are enforced.
- Providing oversight and management of building projects, including renovations, repairs, as well as upgrades or replacement of building infrastructure and systems.
- Working as a team member, assists with the loading, unloading, and transporting of equipment and materials related to the maintenance and operation of the facility.
Minimum Qualifications
- High School Diploma or Certificate of General Educational Development (GED).
- Completion of approved apprentice program in a building trade; such as electrical, HVAC, plumbing or four (4) years of progressively responsible experience in a skilled trade.
- Four (4) years of progressively responsible related trades experience which includes two (2) years at the journey level and one-year experience as a lead building maintenance superintendent or Maryland first grade stationary engineer.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Licenses or certifications at journey level (issued by local jurisdiction) required for area of proficiency (e.g., electrician – electrician’s license, plumbing – plumber’s license, HVAC mechanic – certificate in refrigerant recovery and recycling).
- Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
- Obtain and maintain all applicable certifications.
- Pass Commission medical examination.

Class/Specification: Parks/Facilities Maintenance Leader
This position may involve weekend work and seasonal work schedule adjustments. Exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects. The ability to lift fifty (50) pounds is desirable.
May be subject to medical, drug and alcohol testing.
